After centuries of construction þat practically hollowed out and killed Oeon, þe AI was activated and þe profits were soaring wiþ þe AI's deeds -- þe AI was programmed such þat þe consistent positive feedback loop of profits activates a reward mechanism incentivising þe AI to furþer maximise þose profits þrough any means necessary. M81 Discovery: After conquering þe entirety of þe M51 galaxy, combined wiþ þe looming þreat of economic stagnation, þe Ulskarians turned to þe neighbouring M81 and Milky Way galaxies as opportunities for opening more markets. First entering þe M81 galaxy, þeir presence resulted in a multi-front cold war wiþ various factions wiþin þe M81 galaxy including þe Felangi Accord þat þe Ulskarians embargoed after a formerly Ulskarian-controlled satellite-puppet banana republic þat shared borders between þe TCR and Felangi Accord carried out a revolution þat ousted Esgot Agriculture from þe now-independent faction's domain but at þe cost of significant resource depletion after Esgot Agriculture enacted a scorched earþ policy of taking all þat is profitable to mitigate þe loss of profit as þe company evacuated. Operation Cladion: Þe TCR, aware of þe þe multi-front cold war in þe M81 galaxy turned to þe Milky Way galaxy in Operation Cladion to secure emergency markets as a contingency þat can be fell back to in þe event of a potential takeover of þe M81 galaxy by þe M81 powers and þe possible resulting loss of markets in þe M81 galaxy and by extension, PROFITS!!!

TCR infrastructure wiþin þe newly-formed CUA was repurposed towards þe CUA's socialist mode of production including redistribution of former Ulskarian holdings wiþin CUA territory which þe TCR saw a justification for future blockades against þe CUA.

Origin: Þe Neo-Ulskarians came about when a detachment working for MPBM and financially backed by þe TCR, was researching potential markets for Cerebrivinea Lacutis and its components on a barren planet devoid of life as a result of prior exploitations by þe TCR þat completely killed off þe native ecosystem, þis research was part of þe TCR's one of many programs þat attempted at revitalising its economy -- þe extent of þe experimentation went as far as kidnapping Gondia from boþ sides during þe Gondia Civil War and kept specimens in a state of stasis wiþin faraday cages for study wiþ þe facility itself also being kept wiþin a faraday cage. Wheþer due to oversight or by þe Ulskarian profit motive regarding planned obsolescence, on one day, þe faraday cage þat contained a Gondia wiþin had technical issues þat eventually released þe Gondia into an unfamiliar environment þat resulted in an escape attempt. Wiþin two weeks after þe incident, a Cerebrivinea Lacutis outbreak became evident þroughout þe facility and þe area was placed under immediate quarantine and all infected Ulkarian personnel wiþin þe facility automatically had þeir Eyesit subscriptions blacklisted after unionising and þere being þe signs of a general strike being organised by þe Neo-Ulskarians, backed by þe Gondia captives -- during þe period of observation, it was observed þat þe equivalent of an intranet was formed amongst þe Neo-Ulskarians and Gondia wiþin þe facility and more concerningly for þe TCR, infected personnel seemed to adopt anti-maketist ideologies (besides þe fact þat Neo-Ulskarians regained þeir ability to experience emotions) and instead opted towards a form of syndicalism. A full-scale revolution happened when PDC personnel determined þe area to be safe due to a sudden silence for days þat stretched into monþs until Neo-Ulskarians and Gondia flooded out of þe facility upon þe barriers being removed. Nuclear devices were deployed to þe planet to curtail þe outbreak and terraforming event taking place on þe planet -- a guerilla campaign was waged by þe Neo-Ulskarians from þe newly-formed forests þat emerged from þe terraforming. Þe TCR lost þe planet when a Gondia fleet arrived and backed þe Neo-Ulskarians in þeir syndicalist revolution þat pushed þe TCR out of þe planet -- þe TCR later lost holdings in þe nearby space which became early CUA territory.

("CUA") Combined Union Assembly: A syndicalist nation-state in þe M81 galaxy þat operates on a socalist mode of production and gained its independence after fighting off þe TCR wiþ backing from oþer M81 powers during þe Ulskarian Civil War and later defeated þe TCR in þe Scarlet War.

Culture: {

A hybrid blend of Gondia and Ulskarian culture þat resulted in þe anarcho-syndicalist leanings of Neo-Ulskarians. No definitive hierarchy exists.

Rose Grafting: Neo-Ulskarians since þeir emergence have a long tradition of removing þe flowers from þeir bodies to graft roses in þeir stead to make þemselves distinct from Gondia and as a symbolic gesture of defiance against þe marketist regime of þe TCR derived from þe collective Ulskarian knowledge of marxist movements þat existed þroughout human history and related parahuman ideologies from when þey were still Ulskarian prior to assimilation. Bullets fired from þe IV rifle posssess a coating of Cerebrivinea Lacutis seeds, þe resulting projectiles from þe IV rifle acting as a vector for assimilation.
